The insurance on a sport bike is going to eat your lunch. You are looking at an easy 2 to three grand per year for just about any 600cc sport bike especially a race spec bike like the 600rr. Progressive by far is the cheapest insurance company, but it will still be crazy expensive.
On another note, if I were you I would not trust a sport bike with 20k miles unless you know the owner and the complete history of the bike with service records. You should know the previous owners riding habits. If they generally rode lightly and did not abuse it then it MIGHT be ok. If they rode it like a jackass, like most do, then forget it, you will be the one stuck with the engine repairs.

Word to the wise, find a cruiser you like and buy it. Sport bikes are nice TOYS and are extremely expensive to operate and maintain. A used Honda or Victory cruiser will take you a lot further and and for a lot cheaper, not to mention more comfortably than any sport bike! Just food for thought...
References :
25k miles in the past year on these:
07 shadow vlx600
07 kawi ninja 250
05 kawi ninja zx6r
03 harley VROD
04 Harley Fatboy
06 Victory Kingpin (current ride)

the insurance for the 650R will be a lot cheaper than the 600RR. I'm gonna take a guess. Maybe $2,000/year
References :
progressive will give you the best rate wether it is theirs or someone elses. I have never been to california but I am guessing you deal with a lot of traffic. Liability is cheap on motorcycles as they don't do much damage to cars fences or pedestrians. Medical coverage tends to be more because you are vulnerable. I don't recomend a sportbike for a begginer, and don't recomend a used sportbike for anyone. Sport bike tend to attract riders that push a machine to it's limits. A sportbike with 20,000 miles would probably have less life left than a cruiser with 50,000 miles. Look at a 650 yamaha v-star.
