Why is insurance cheaper for a motorcycle than for a scooter?

I’ve gotten quotes for both a 2009 Honda Rebel (250cc) motorcycle - as well as a 2009 Honda Metropolitan (50cc) scooter. The quotes I’ve been getting for the scooter are nearly double the amount for the motorcycle. Any idea why this would be?

50 cc is usually younger driver and they have bigger chance to go splat
